    Morocco to Celebrate with Ceremonial Sacrifice

    Rabat– Morocco has taken significant measures to assist farmers and strengthen the national livestock sector ahead of the upcoming Eid Al-Adha, following several years of drought, government spokesperson Mustapha Baitas announced Thursday, March 19.

    Thanks to these efforts, Morocco is expected to celebrate Eid Al Adha under normal conditions this year, Baitas added.

    Under royal instructions, the first phase of a direct aid program for breeders was successfully implemented with substantial financial support, coinciding with a year of exceptional rainfall. Authorities confirmed that the second phase of the program will be announced in the coming weeks.

    Health Sector Reforms

    A major focus of the Council of Government meeting, presided over by Prime Minister Aziz Akhannouch, was the health sector, where three new decrees were adopted to strengthen Morocco’s medical sovereignty, enhance pharmaceutical security, and improve the competitiveness of the national industry.

    • Health Visa Regulation: The first decree regulates the conditions for issuing health visas for human-use medicines, detailing submission and processing procedures for pharmaceutical companies.
    • Biomedical Research Updates: The second decree updates biomedical research regulations to ensure participant protection while supporting ethical scientific development.
    • Pharmaceutical Establishments Reform: The third decree streamlines the creation, opening, and transfer of pharmaceutical establishments, introducing a digital platform to simplify administrative processes.

    Aviation Safety Measures

    The Council approved a decree regulating technical investigations in civil aviation, clarifying procedures for accident and incident investigations. The goal is to improve the quality of analyses and strengthen overall air navigation safety.

    Morocco-EU Agreement on Euro-Mediterranean Protocols

    The Council also reviewed an agreement in the form of an exchange of letters between Morocco and the European Union concerning modifications to Protocols No. 1 and No. 4 of the Euro-Mediterranean Association Agreement, which establishes a partnership between the European Communities and their member states and Morocco.

    The government also noted draft law No. 010.26 approving the agreement, signed in Brussels on October 3, 2025. According to Baitas, both texts were presented by the Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, on behalf of the Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad.

    The agreement is expected to strengthen Euro-Mediterranean cooperation and ensure Morocco’s alignment with evolving trade and diplomatic frameworks in the region.

    Key Appointments

    The session concluded with several strategic appointments across education and industry:

    • Ilias Hamouti – Director of Information Systems and Digital Transformation, Ministry of National Education.
    • Nadia Mechkour – Director of the National School of Applied Sciences in Berrechid.
    • Abderrahmane Amsider – Director of the Higher School of Education and Training in Agadir.
    • Hanane Belyakout – Director of Aerospace, Railway, Naval Industries, and Renewable Energies, Ministry of Industry and Trade.

    These initiatives reflect Morocco’s commitment to strengthening agricultural resilience, modernizing healthcare, improving aviation safety, advancing international cooperation, and reinforcing leadership across strategic sectors.
