    ONDH Launches 15.8 Million MAD Project to Pioneer Schools

    Rabat— The National Observatory for Human Development (ONDH) has announced a major initiative to evaluate Morocco’s “pioneer” educational institutions, including both schools and colleges.

    The agency has launched a public tender to select a service provider responsible for collecting data to measure these institutions’ compliance with the labeling criteria and to produce performance reports for each establishment for the year 2026.

    The mission aims to assess how effectively the pioneer school model has achieved its objectives, comparing the program’s intended standards and quality benchmarks with the actual practices and outcomes observed on the ground.

    This study will include a total of 4,276 pioneer schools and 586 pioneer colleges, with the goal of measuring educational results and providing actionable insights for the institutions’ labeling process. 

    At the conclusion of the project, the ONDH expects to have reliable quantitative data to identify gaps between the program’s guidelines and the reality of implementation, allowing corrective measures to be taken where needed.

    A three-phase mission

    The study will focus on three key dimensions of the Pioneer Institutions Program: institutional compliance, teacher development, and student learning outcomes. 

    First, the ONDH will verify whether each school and college meets the required quality standards, including organization, governance, learning conditions, school environment, and the availability of educational equipment and resources. The implementation of new pedagogical approaches will also be assessed.

    Second, the initiative will examine changes in teaching practices and teacher training within these institutions. This will include evaluating the adoption of explicit teaching methods, new educational tools, and the involvement of supervisory staff such as inspectors.

    Finally, the study will analyze improvements in students’ academic performance in core subjects — including Arabic, French, mathematics, physics, and life sciences — measuring progress against the objectives set by the program.

    With this three-phase mission, the ONDH seeks to provide a clear picture of the impact of the pioneer institutions and inform future policy decisions, ensuring that Morocco’s educational reforms continue to align with national standards and the program’s goals.
