Rabat – The Ministry of National Education launches new measures to strengthen the monitoring of civil servants’ attendance, as part of a broader effort to curb unjustified absences within the sector.
In a recent internal memo devoted to the “review of the situation of civil servants,” the ministry calls for daily monitoring of staff attendance, at entry and exit, strict respect for official working hours, and the systematic use of the electronic time and attendance management system.
Services are instructed to immediately notify human resources departments in the event of any unjustified absence. The memo also recalls the obligation to apply salary deductions in accordance with existing legislation.
The document further calls for the activation of disciplinary procedures in cases of repeated absenteeism, which it considers a breach of professional duty.
The memo also warns that hierarchical superiors may themselves face disciplinary action if they conceal or tolerate illegal absences.
At the same time, the ministry announces the launch of a nationwide update of staff data. This operation aims to verify the effective exercise of duties by each employee, under the certification of direct supervisors.
Heads of department are asked to clearly determine the administrative status of the officials under their authority and to update their information in the digital system.
The instructions provide for the removal of officials who are on training leave, temporary availability, or transfer, as well as the integration of those who have effectively taken up their posts.
Finally, the ministry asks HR departments to verify and update records already registered in the system, including the latest university diploma obtained by each staff member.
This move comes as Morocco seeks to improve its educational system amid growing complaints from citizens about inefficiencies and gaps in public services.
