    Morocco’s Offshoring Strategy Focuses on AI, Big Data, and Digital Excellence

    Rabat – Rabat hosted the “Offre Offshoring Morocco” event on Tuesday at the Ritz Carlton, bringing together government officials and industry leaders to present Morocco’s renewed offshoring strategy.

    Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administrative Reform, stressed in an interview with Morocco World News (MWN) the framework for service offshoring. She emphasized tax incentives, training bonuses, and the country’s focus on emerging technologies such as AI, big data, and cloud computing to attract global companies and sustain Morocco’s growing digital ecosystem.

    “There was a circular issued by the Head of Government, which we had worked on and was approved on July 31, 2025,” the minister explained. 

    “This circular defines the rules for offshoring services, for example, what tax reductions are applicable, what bonuses are given for training and employment, bonuses for internships, and bonuses for professional formation.”

    El Fallah Seghrouchni also recalled the ministry’s efforts to ensuring sustaanbbility in attracting companies, recalling the fast evolution of offshoring services globally.

    “For example, more and more offshoring is focusing on emerging technologies, such as artificial intelligence, big data, and cloud computing. That is why we are committed to keeping pace with these changes through a range of specialized training programs,” she said.

    Offshoring Maroc event

    During the event, Serghouchni emphasized how the overhaul seeks to boost past achievements while also preparing the industry to meet upcoming demands.

    She described the offshoring today as a central pillar in Morocco’s economy and social development, with strong reflections on jobs, including nearly 149,000 stable jobs.

    Service exports also show the strength of the sector as it is estimated at MAD 26.22 billion, with the minister emphasizing the need fr mre efforts to build a strong future.

    In November last year, the Head of the Government Office published a circular defining the conditions for granting the benefits of the Offre Offshoring Maroc.

    The six annexes covered by the circular identify the indicative list of offshoring activities; the standard specifications for Integrated Industrial Platforms dedicated to Offshoring’s procedure manual fr the Income Tax Advantage; and the procedure manual for the Training Bonus, among others.

    The office emphasized how Morocco made the offshoring sector a strategic driver for growth, job creation, and international positioning.
