    Morocco Updates Adoul Profession Alongside Key Legal

    Rabat – The weekly meeting of Morocco’s Government Council, held under the chairmanship of Prime Minister Aziz Akhannouch, approved several major legislative and administrative measures aimed at updating legal frameworks, strengthening international partnerships, and enhancing governance across public institutions.

    Judicial Reform: An Update to the Adoul Profession
    The Council approved draft law No. 16.22 on the organization of the Adoul profession, presented by the Minister of Justice Abdelatif Ouahbi.

    Mustapha Baitas, government spokesperson and Minister Delegate in charge of Relations with Parliament, emphasized the central role of Adouls in the judicial system, including their responsibility in documenting rights and transactions, preserving personal and family records, and ensuring contractual security to prevent disputes.

    The draft law revises the existing legal framework under Law No. 16.03 of 2006 and introduces new provisions related to access to the profession, including the explicit opening of the role to women in line with the High Royal Directives. Additional updates cover rights and obligations, contract drafting, testimony reception, document preservation, and the organization of the National Order of Adouls.

    Military Cooperation with Ethiopia
    The Council examined draft law No. 045.25, approving a military cooperation agreement signed on June 17 in Rabat between Morocco and Ethiopia. Marine Aquaculture Regulation
    The government adopted draft decree No. 2.24.830 regulating marine aquaculture farms, presented by the Secretary of State in charge of Maritime Fisheries. The decree, enacted under Law 84.21, defines operational rules for marine species farming and the procedures for conducting activities in aquaculture facilities.

    VAT Reforms for Non-Resident Service Providers
    The Council approved draft decree No. 2.25.862, supplementing decree No. 2.06.574 of December 31, 2006, on the application of Value Added Tax (VAT). The decree implements changes introduced by the 2025 Finance Law. It aims to simplify and harmonize VAT obligations for non-resident service providers, establishing registration procedures on the electronic platform, reporting methods, payment deadlines, and associated administrative provisions.

    Appointments to Senior Public Positions
    The Council also approved a series of high-level appointments across several ministries and public institutions, including:

    • Ministry of Justice: Mohamed Hafidi, Director of Legislation and Studies
    • Ministry of National Education, Preschool, and Sports: Hassan Aknin, Director of the Regional Center for Education and Training Professions (CRMEF), Guelmim-Oued Noun
    • Ministry of Health and Social Protection: Noureddine Bouterfass, Director of the Higher Institute for Nursing and Health Professions (ISPITS), Oujda
    • Ministry of Higher Education, Scientific Research, and Innovation: Zakaria Chalh, Director of the Higher School of Technology, Meknès; Hassan Zouiri, Dean of the Faculty of Legal, Economic, and Social Sciences – Agdal, Rabat
    • Ministry of Equipment and Water: Mbarek Fancha, Director of the temporary unit supervising National Route No. 1 works between Tiznit and Dakhla
    • Ministry of Tourism, Handicrafts, and Social Economy – Handicrafts Sector: Tarik Sadik, Director of the House of the Artisan
    • General Delegation for Prison Administration and Reintegration: Moulay Idriss Aguelmam, Director in charge of Alternative Sentences Follow-Up
