    Morocco Pushes Financial Inclusion to Strengthen Rural Economy

    Rabat – Financial inclusion is emerging as a central driver of economic and social integration in rural areas, Morocco’s agriculture minister said today at a conference held on the sidelines of the International Agriculture Fair in Meknes (SIAM).

    Ahmed El Bouari stressed that expanding access to financial services is essential to strengthening rural economies, particularly as farmers face growing challenges linked to climate change and shifting economic conditions.

    In remarks delivered on his behalf by the financial director of the ministry, Mohamed Ouhssain, the minister highlighted the need for stronger coordination between public institutions, financial actors, and private stakeholders to develop solutions tailored to the realities of rural communities. He noted that particular attention must be given to women and young farmers, who often face greater barriers to accessing finance.

    Officials pointed to Morocco’s National Financial Inclusion Strategy as a key framework guiding these efforts. Led jointly by the agriculture and finance ministries alongside Bank Al-Maghrib, the initiative aims to widen access to formal financial services, improve their quality, and encourage their use among underserved populations, especially small-scale farmers.

    The second phase of the strategy is expected to deepen this approach by targeting the most vulnerable groups through more focused and innovative measures designed to deliver a stronger socio-economic impact.

    As part of this push, the agriculture ministry is prioritizing financial education, the expansion of digital services, and the development of mobile payment solutions. Efforts are also underway to improve access to inclusive agricultural insurance and financing mechanisms adapted to the specific needs of the sector.

    On the sidelines of the SIAM conference, the ministry signed a framework agreement with the Professional Association of Payment Institutions to promote innovative and inclusive payment solutions tailored to rural areas.

    The conference was held under the theme of financial inclusion as a lever for resilient and sustainable agriculture, and it brought together public and private stakeholders to explore practical solutions and strengthen collaboration in support of Morocco’s rural development agenda.
