Rabat– The government council approved measures concerning the revision of diploma titles and formats adoption of a standardized credit system to better as a part of educational revisions.
Rabat– The Moroccan Council of Government, chaired by Prime Minister Aziz Akhannouch, convened on Thursday to review several legislative drafts, consider an international agreement, and examine proposals for high-level appointments, in accordance with Article 92 of the Constitution.
Legislative approvals
The session began with the adoption of Draft Law No. 58.25 on civil procedure, presented by Minister of Justice Abdelayif Ouahbi.
The government also approved Draft Decree No. 2.25.761, amending Decree No. 2.11.89 of September 14, 2011, which governs the organization of the Higher Institute of Information and Communication.
Presented by the Secretary of State for Employment on behalf of the Minister of Youth, Culture, and Communication, Mehdi Bensaid the decree aims to align existing provisions with the updates introduced by Decree No. 2.23.668 of August 2, 2023, regarding university missions, higher education cycles, and national diplomas.
Key measures include the revision of diploma titles and formats (Bachelor, Master, Doctorate), adoption of a standardized credit system, and the introduction of a diploma supplement detailing students’ academic, scientific, artistic, sports, and extracurricular activities.
In addition, Draft Decree No. 2.25.861 on the statutory framework for magistrates of financial jurisdictions was adopted. Presented by the Minister Delegate in charge of the Budget, the text establishes the regulatory framework for the new “exceptional grade” created under Article 165 of Law No. 62.99 concerning the Court of Accounts. It defines grades, scales, allowances, benefits, and promotion procedures for magistrates.
The Council was also briefed on the military cooperation agreement signed between Morocco and Rwanda on June 18, 2025, in Rabat, along with Draft Law No. 046.25 approving the agreement. High-Level Appointments
