Ceuta Tunnel Case Exposes Alleged Corruption at Border

Rabat – A defendant in a high-profile drug trafficking case has told a Spanish court that some members of the Spanish Civil Guard played a role in easing the flow of narcotics through the port of Ceuta, raising new questions about corruption within key border structures.

Speaking before the court, the accused acknowledged his role in transporting nearly 1.4 tons of hashish.

He said he earned between €3,000 and €4,000 for each assignment, which included monitoring routes and moving shipments.

He linked his involvement to a figure he described as central to the network, the brother of a local parliamentary deputy in Ceuta. That suspect, also named in the case, remains free on bail.

The testimony forms part of the broader “Operation Hadès,” which targets alleged ties between trafficking groups and security officials. Investigators have placed four Civil Guard officers under scrutiny.

Authorities suspect them of clearing the way for shipments and sharing confidential information in exchange for sums that could reach €12,000.

The defendant told the court that such practices had become widely known around the port.

The case took a decisive turn in March 2025 when investigators uncovered a hidden tunnel in the Tarajal industrial area.

The structure extended roughly 50 meters and reached 12 meters underground, linking a warehouse in Ceuta to the Moroccan side of the border.

Authorities believe the passage served trafficking operations for over a decade.

Spanish authorities continue to examine the network, with charges that include drug trafficking, corruption, and participation in a criminal organization.

The case has drawn attention to the scale and duration of the operation, as well as the potential involvement of officials tasked with enforcing the law.
