    Morocco, Senegal Deepen Partnerships Across New Agreements

    Rabat – Today, Rabat witnessed a major step in Morocco-Senegal relations, as the two countries signed a total of 17 agreements and memorandums across key sectors. 

    The 15th Joint High Commission of Cooperation, co-chaired by Morocco’s Head of Government Aziz Akhannouch and Senegalese Prime Minister Ousmane Sonko, reinforced the nations’ commitment to stronger diplomatic, economic, and technical ties.

    Diplomatic channels and youth initiatives

    The meeting opened with Morocco’s Foreign Affairs Minister Nasser Bourita and Senegalese Foreign Affairs Minister Cheikh Niang formalizing a joint statement summarizing the session. 

    The ministers also approved a mechanism for regular consular consultations and a memorandum focused on youth collaboration, reflecting both countries’ interest in fostering engagement among younger generations.

    Transport, road safety, and technical support

    Agreements in transport and infrastructure addressed international road travel for passengers and goods, road safety, and technical assistance in highway management. 

    Officials emphasized that these measures will support trade, mobility, and regional connectivity between the two nations.

    Digital economy and skills development

    The two governments committed to cooperate on digital economy initiatives. 

    They also signed agreements on infrastructure projects, professional training, and programs for scholarships, internships, and knowledge exchange, highlighting the importance of human capital for future growth.

    Higher education cooperation

    Moroccan Minister of Higher Education Azzedine El Midaoui and his counterpart Senegalese Minister Daouda Ngom signed a program for collaboration in higher education covering 2026 to 2028. 

    The program aims to strengthen research partnerships, academic exchanges, and scientific collaboration between universities in both countries.

    Industry, trade, and SME growth

    Moroccan Industry Minister Ryad Mezzour and Senegalese Minister Serigne Gueye Diop finalized agreements on SME development, industrial infrastructure cooperation, and standardization. 

    Officials described these measures as central to boosting competitiveness and fostering entrepreneurship.

    Agriculture, food security, and fisheries

    Agricultural collaboration expanded through agreements on livestock management, animal health, and food safety. 

    Ministers also signed a framework for joint monitoring of fisheries and aquaculture products, aiming to secure sustainable and safe production for both nations.

    Maritime cooperation

    In ports and maritime logistics, Morocco’s National Ports Agency (ANP) and the Dakar Autonomous Port (PAD) signed a partnership to strengthen operational coordination and exchange expertise.

    Finalization and future outlook

    The session concluded with Head of Government Akhannouch and Prime Minister Sonko signing the official minutes. 

    The agreements demonstrate a shared vision for long-term strategic cooperation, with the two countries seeking to expand opportunities in trade, education, and infrastructure while building closer people-to-people ties.
