Rabat – Morocco’s Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, outlined the country’s approach to AI-supported digital transformation today during the Web Summit Qatar 2026 in Doha, a four-day technology conference running February 1-4 in the Qatari capital.
Speaking at a panel titled “Administration in the Age of Artificial Intelligence: Digital Transformation and Development,” Seghrouchni said Morocco is using AI tools to support economic planning, public administration, and the delivery of government services.
According to the minister, Morocco’s strategy focuses on data-driven public policy, interoperability between public systems, and the modernization of administrative services. The country’s stated aim is to support inclusive and sustainable growth, she explained, adding that these efforts are part of the government’s broader Digital Morocco 2030 strategy.
Seghrouchni also highlighted regional cooperation initiatives, including the Digital Morocco Hub for Sustainable Development, launched in September in New York in partnership with the United Nations Development Programme.
The initiative seeks to structure African and Arab cooperation in digital transformation through knowledge sharing, joint technology solutions, and capacity building in digitalization, innovation, and AI.

She said Morocco is advocating for the development of AI models adapted to regional languages and cultural contexts, including large language models designed for local deployment and replication across African and Arab countries.
The minister referred to the “AI Made in Morocco” national meeting that Rabat hosted on January 12, describing it as a milestone in organizing the country’s AI ecosystem and strengthening domestic innovation capacity.
She added that Morocco’s approach emphasizes technological sovereignty, talent development, training programs, and scientific research.
Seghrouchni further stressed the importance of responsible AI governance, cybersecurity, and personal data protection.
She cited ongoing projects to digitize public services, including the development of a digital wallet intended to facilitate future access to online government services.
Morocco launched fifth-generation (5G) mobile networks in September, the minister noted, describing the infrastructure as supporting digital innovation and major international events, including the upcoming FIFA World Cup.
